The Project consists of the following major elements: replacement of a 6-inch water line with a 12-inch water line in conjunction with a traffic circle being construction on Hwy 293 (Kingston Hwy NW) at Beavers Drive and extending southward towards Hamilton Crossing Road NW. The project will also include the replacement of water main between two developments along Hamilton Crossing Road NW.

A Mandatory Pre-Bid Meeting will be held at 3:00 p.m. on Thursday August 12, 2021 in the Commissioner’s Conference Room located at 135 West Cherokee Avenue, Suite 251, Cartersville, GA 30120.

All questions must be submitted to CTI Engineers in writing. Questions must be submitted by Monday, August 16, 2021.

Copies of the Contract Documents and Specifications, including bidding documents and requirements and Contract Drawings may be examined at the offices of the Engineer, CTI Engineers, Inc., 243 N. Hamilton Street, Suite 1, Dalton, GA 30720 (phone 423/267-7613, www.ctiengr.com). Copies may be obtained upon payment of $50.00 for each set. This payment is not refundable. Bidding Documents will also be available for review only at the office of Lori Cirami, P.E., Project Manager, Bartow County Water Department, 50 Nelson Street, Cartersville, GA 30120.

Bidders must be listed on Engineer’s list of planholders who have purchased the Contract Documents, Specifications, and Drawings.

Engineer shall be provided with the following information: mailing address for U.S. Postal Service, physical delivery address, telephone number, FAX number, email address, and name of contact person.

A Bid Bond of 5% of the total project cost is to be included in the proposal package. The successful Bidder will be required to furnish performance and payment bonds with the executed Contract meeting the requirements of the Contract Documents and executed on the forms attached to the Contract. The terms and time for payment are set forth in the Contract.

Surety and insurance companies must have an AM Best rating of A-10 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds and be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.

Contractor must have minimum Worker’s Comp and General Liability Insurance in full force and effect. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with the provisions of O.C.G.A. Sec. 43-14-2 et seq. Pursuant to O.C.G.A. § 13-10-91, all contractors and sub-contractors performing work within the State of Georgia on a contract with a public employer must register and participate in a federal work authorization. Bartow County will require certification for contractor that this requirement has been met. Each Respondent shall submit with its proposal a copy of current Business License and/or Occupational Tax Certificate issued in the state it resides. If bidder cannot provide this license, it will be required to obtain one from Bartow County if it is the Awarded Respondent. Qualifications of the Bidder will be reviewed before the Award of the Contract.
Bartow County reserves the right to accept or reject any and all proposals, to waive formalities, technicalities or irregularities and to re-advertise if necessary. The contract between Bartow County and the selected responder shall be subject to the payment agreement drawn up between Bartow County and the selected responder.

Sealed bids for furnishing all materials, labor, tools, skills, equipment, and miscellaneous items necessary for the construction of the JIMMY DON CRANE SANITARY SEWER RELOCATION located in Bartow County, Georgia will be received by the CITY OF CARTERSVILLE, herein referred to as the OWNER, at Cartersville City Hall, 1 N Erwin Street, Cartersville, GA 30120 until:

Bids will be publicly opened and read aloud at this time and location. Bids received after said time and date will not be considered by Owner and will be returned unopened.

The approximate extent and character of the Work is generally described as follows:

The Jimmy Don Crane Sanitary Sewer Relocation project includes the installation of approximately 668 linear feet of 12” sewer main with a bored and cased river crossing and 5 sewer manholes. The project also includes the abandonment of the existing 12” PVC sewer main and the existing aerial creek crossing.

A pre-bid meeting (attendance optional) will be held at City Hall on July 15, 2021 at 2:00 PM.

Bidders shall inform themselves concerning Georgia Laws and comply with same. NOTE: The Contractors Affidavit for Electronic Verification of Work Authorization Programs form (E-Verify) shall be executed and submitted as part of the bid package. Contractor’s Bid will be considered non-responsive without conformance to E-Verify requirements.

Bidding Documents are available for review and purchase by prospective Bidders. Bidding Documents may be obtained for a non-refundable fee of $100.00, payable by check or money order at the offices of the Engineer, Rindt-McDuff Associates, Inc., 334 Cherokee Street, Marietta, Georgia, 30060, 770-427-8123. The check or money order shall be made payable to Rindt-McDuff Associates, Inc. The Owner is not obligated to consider a Bidder’s proposal, if Bidder is not on record with the Issuing Office as having received complete Bidding Documents from the Issuing Office.

The time allowed for Substantial Completion from the date of Notice to Proceed is 90 consecutive calendar days. The project has a maximum time for total completion which shall not exceed 120 consecutive calendar days from the starting date specified in the Notice to Proceed.

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the Contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.

Notice of application for a Land Application System Permit to apply treated wastewater to a Land Treatment Site in the State of Georgia

The Georgia Environmental Protection Division has received a new application for the reissuance of an existing LAS permit. Having reviewed such application, the Environmental Protection Division proposes to issue for a maximum term of five years the following permit subject to specific pollutant limitations and special conditions:

Bartow County School System, 65 Gilreath Road NW, P.O. Box 200007, Cartersville, Georgia 30121-5016, LAS Permit No. GAJ030604, for the Clear Creek Elementary School Water Pollution Control Plant located at 50 Pleasant Valley Road NW, Cartersville, Georgia 30121. Up to 0.0132 MGD of treated wastewater is being land applied on a dedicated site in Bartow County in the Coosa River Basin.

Persons wishing to comment upon or object to the proposed determinations are invited to submit same in writing to the EPD address below, or via e-mail at EPDcomments@dnr.ga.gov, no later than thirty (30) days after this notification. If you choose to e-mail your comments, please be sure to include the words “LAS permit reissuance Clear Creek Elementary School Water Pollution Control Plant GAJ030604 (Bartow County)” in the subject line to ensure that your comments will be forwarded to the correct staff.
