First phase of LakePoint construction plan passes

Emerson began 2012 with a huge step forward -- the approval of the first phase of the LakePoint Sports complex construction plan. The phase, approved during Monday's city council meeting, covers grading, stormwater, soil and erosion, and allows developers to begin work.

Emerson City Manager Kevin McBurnett said contractors can be selected as the project moves forward, adding that his discussion with developers leads him to believe earth will begin moving March 1.

Situated on 1,380 acres between Interstate 75 and Highway 41, the project will feature sports fields, entertainment facilities, retail shops, restaurants, hotels and educational campuses when complete. The core of the development, which features three miles of frontage along I-75 including the Red Top Mountain and Emerson-Allatoona interchanges, is a 260-acre sports complex with 16 Major League Baseball-sized fields, 12 soccer and lacrosse fields, and a 100,000-square-foot indoor sports facility.

Also approved Monday night were 19 variance requests from LakePoint developers. Requests ranged from sidewalks to sewers and included the acceptance of a variance request concerning the sound ordinance that will allow work to continue 24 hours a day, seven days a week to meet the construction schedule.

Prior to the beginning of the meeting, City Attorney Boyd Pettit issued the oath of office to Mayor Al Pallone and city councilmen Terry Webb and Charles Lowry. Lowry replaces Gerald Earwood who did not seek re-election in November.

Also Monday, the council:

* Heard from resident Gary Twelkemeier who was concerned about a recent $173.93 charge on his power bill.

According to Twelkemeier, the fee was added after Georgia Power failed to charge a franchise fee for three years on residents in Waterside Estates.

Assistant to the City Manager Todd Heath said the city manager's office was aware of the issue and believes it arises because utility companies failed to include those outside the 30137 zip code as residing inside Emerson city limits.

* Approved the zoning ordinance.

* Voted to appoint Webb as mayor pro tem.

* Voted to extend the moratorium on the sign ordinance for 60 days.
